He has over 30 years in the plumbing, mechanical and construction trade as a licensed journeyman, general crew foreman, estimator, project manager and company owner. Don graduated top of the class in the North East Florida Builders Association’s four year federally approved plumbing apprenticeship program. Don is a Florida State Licensed Plumbing and General Contractor and a Georgia State Licensed Master Plumber Class 3 (unrestricted). He is an Adjunct Instructor for Florida State College Jacksonville. He has served on the Board of Planning and Zoning for the City of Orange Park and currently serves on the State of Florida, Department of Business & Professional Regulation as an expert involved in test development, review and isometric drawing grading for the Florida State Construction (Plumbing, Utility and GC) licensing exams.

He started from scratch “Picky” Pender Plumbing in 1985 and was acquired by a national firm in 1997. Gary stayed with this national firm till 2000 assisting in the transition and continuing the continuity of the client base. Pender Commercial Services was started in 2000, specializing in plumbing, mechanical and utility services. In 2004 Gary transitioned his company into the rehabilitation and structural pipe lining company as we know it today, Engineered Lining Systems. Gary has over 37 years of experience in the plumbing, mechanical, utility and construction industry. He is licensed by the State of Florida as a Certified Underground Utility & Excavation Contractor and also holds the distinction of being a Level 1 Certified NACE Inspector. Dave’s experience in Jobsite Sales, Wholesale Plumbing, Wholesale Liquor, and Electrical Supplies, as well as his experience in managing businesses in Retail, Wholesale, Construction, and Service, has served him well over the last 35+ years.
